Mehran Baloch condemns the suspension of Interfaith International

London: The first representative of Balochistan in the United Nations, Mr Mehran Baloch has strongly condemned the suspension of the Interfaith International, an NGO that had accredited Mr Mehran Baloch since 2001. He said that Pakistan’s Intelligence agencies are trying their utmost to silence Baloch voices on International level; few days ago a Pakistani delegation headed by Mr Mohammad Bhutt has accused the NGO (Interfaith International) of damaging Pakistan’s image on international forums. Whereas the only fault this Organisation was that it had been raising the issue of human right violations against Balochistan. “This Organisation was exposing the real face of Pakistan to the international community and Pakistan wants to cover up its atrocities in Balochistan” charged Mr Baluch.

Mehran Baluch said that few years back the same Pakistani representative Mr Bhutt had threaten the NGO head Mr Charles Graves to stop supporting the Baloch otherwise his organisation will face the consequences of what it had been doing. Mehran Baluch said Pakistan’s master China and OIC counties like Egypt and Turkey not only supported the suspension but demanded the withdrawal of the NGO from the UN Economic and Social Council. However Pakistan could not convince the United States of America, United Kingdom and Switzerland and thus failed in her efforts to completely withdraw the NGO’s status.

Mehran Baloch appealed the Baloch Nation to continue to raise their voice on all fronts and expose Pakistan’s atrocities against the people of Balochistan. He requested the Baloch youth that if they see the Pakistani forces committing any inhuman act or see anyone being beaten or arrested – try to make their video footage (mobile phone footage) and send it to all International Human Right Organisation and International media.

We are at war with Pakistan; Arab hunters should limit their activities: Basham Baloch

Families of abducted Baloch await the return of their loved ones

Quetta: In separate press statements the relatives of Attaullah Baloch, Qabeer Baloch, Mushtaq Baloch, Ali Asghar Bangulzai Baloch and Zakir Majeed Baloch have expressed grave fear that their loved one might have been harmed “physically eliminated” by the Pakistani intelligence agencies (MI and ISI). Relatives of Qabeer, Attaullah, and Mushtaq Baloch have said that these young men have been abducted from Khuzdar on 25 August 2009 and were still missing. Their families have tried all peaceful and democratic ways of protest for their release but all in vain.

The 20 year old son of Ali Asghar Bangulzai Baloch said in a press conference that his father has been abducted on 18 October 2001 from in front of Balochistan Degree College. Ali Asghar Bangulzai is a tailor by profession and belongs to a middle-class family. His son Mr Ghulam Farooq Baloch, like the relatives of other forced-disappeared Baloch, blames the Pakistani intelligence agencies (ISI and MI) for his father’s disappearance. They submitted an application in the Supreme Court of Pakistan in 2007 against Ali’s illegal abduction and detention, but the court has failed two pressurise the agencies all these years. Only recently, (8 years after his disappearance) on 30 January 2010 an FIR (First Information Report) No =21/2010 has been registered in Quetta’s Saryab Road police station. (Press coverage)

Ghulam Farooq Baloch also revealed that he had contacted the local police station soon after his father’s abduction but the police refused to co-operate with them. Disappointed by the police Farooq then appealed Balochistan High Court to help him recover his father, the court ordered registration of an FIR but the then SHO Mr Rauw Wraich has refused to register an FIR and said that because Ali is in the custody of Intelligence agencies that is why police cannot register any case against them.

Zakir Majeed Baloch the senior vice chairman of BSO – Azaad has been abducted on 8 June 2009 from Mastung Town in Balochistan. His fate like other thousands of Baloch forced disappeared persons remains unknown. Zakir’s brother Waheed Baloch fears that his brother might have harmed by the agencies and that is why they are denying his arrest and whereabouts. He strongly rejected the report of National crisis Management Cell that his brother has arrived home on 22 January 2009. He believes this is adding salt to injuries of the already grieved family.

It must be noted that Pakistani government had announced to release all Baloch forced-disappeared person as part of the so called “Aghaaz-e-Haqooq-e Balochistan” package. However, none of the Baloch abducted person has been released. In fact several other Baloch students and ordinary daily wages workers have been abducted from Quetta, Noshki, Dera Bugti and other areas of Balochistan. The latest victim of the persistent forced disappearances is Sahah Nawaz Marri Baloch who has been abducted from New Kahan Quetta on 3, February 2010. Shah Nawaz Marri is a driver and he used to bring water for the residents of New Kahan.

Baloch have reached point of no return

Karachi: Veteran politician Sardar Sherbaz Khan Mazari has said that the Baloch have reached the point of no return and had he been younger he would have joined the Baloch struggle in the mountains.

In an exclusive interview with The News, Mazari said that Nawab Akbar Khan Bugti’s assassination had created a wide gap between the federation and the Baloch which was difficult to bridge.

“Akbar Khan [Bugti] called me via satellite phone weeks before his assassination. He wanted to say goodbye to me because he knew he would be killed sooner or later. I told him that I wanted to (fight) along with him, but he replied in his characteristic style: ‘No Sherbaz, you are too old to fight with me’. The fact is that he was older than me,” said the 79-year-old politician-cum-intellectual.

Mazari was particularly harsh about General (retd) Pervez Musharraf. “He is a very lowly and cheap person. I first saw him at a gathering where he was invited out of my knowledge. He came to me and said ‘I’m a commando’. I said, ‘So what if you are a commando!’” Mazari was of the view that Musharraf should be punished for his crimes against the Baloch.

A Harvard University graduate, Sherbaz Mazari started his political career by supporting Fatima Jinnah against Ayub Khan in the 1964 presidential polls. He became a member of the National Assembly in 1970 and since then he has seen the ups and downs of Pakistan politics as a very close observer.

He said that when he had visited Shaikh Mujeebur Rahman for negotiations, he was told by some Bengali leaders that the Baloch would be the next victims of the establishment after Bengalis. “I had not realised this at that time, but history has proved that they were right,” he said.

On the Balochistan package, the seasoned politician said that he would not support any package until it is accepted by the Baloch nation. “The genuine grievances of the Baloch could only be addressed with honest efforts,” he said, adding that the operation in Balochistan should be stopped immediately.

Pakistan, Mazari said, was a multi-national state and all nations inhabiting the country should be given their due cultural, political and financial rights. “If Baloch, Sindhis, Seraikis, Pakhtuns and others want the demarcation of provinces on the basis of nationalities, no one should have any objection to it. Personally, I believe that the question of nationalities should be solved within the federation of Pakistan,” he said.

He supported the Supreme Court’s verdict on the National Reconciliation Ordinance (NRO). “Despite being a Chaudhry, the chief justice seems to be an honest person. As a Baloch, I will support anyone who fights for justice,” Mazari said, adding however that Aitzaz Ahsan was “playing his cards” to get hold of a public office.

Once a close friend of Pakistan People’s Party (PPP) founder and former prime minister, Zulfikar Ali Bhutto, Mazari has not forgiven Bhutto for the 1970s military operation in Balochistan. “Benazir used to call me uncle. I told her, ‘Yes, I’m your uncle, but not from your father’s side’. Bhutto wronged the Baloch,” Mazari maintained.

Pakistani Intelligence agencies injecting drugs to extract information

Karachi: Intelligence agencies in Pakistan are using drugs to extract information from political activists, while doctors on the payroll of the state are believed to be playing a role in this unethical practice, The News has learnt.

Abdul Wahab, a 55-year-old Baloch activist, told The News that he was injected with a drug by intelligence agencies after he was picked up on May 28, 2008 from near Zainab Market, Karachi.

“We held a demonstration outside the Karachi Press Club on May 28, 2008 to condemn the creation of an atom bomb. After the rally, I was going back to the Human Rights Commission of Pakistan office situated nearby, when I was stopped by two plain-clothed men near Zainab Market. These men put a revolver on my temple, pushed me in a white car and put a chador over me,” Wahab told The News.

Wahab said that the car reached some place after nearly half an hour, a gate was opened and he was blindfolded. His hands were also tied from behind, and he was taken to a room. “While I was blindfolded, I was beaten so severely that I became unconscious,” he said.

“Those people were abusing Baloch leader Akhter Mengal, and asked me where we are getting our ammunition from, who was funding us, who were the people involved in the bomb blast at Hub (Balochistan), where was our headquarter, who was the chief of the Watan Brigade, how many members it has, and so on,” he said.

“After beating me up severely for a day, I was shifted to another place and pushed on a stretcher-like thing. Somebody shot an injection in my forearm, and I felt as if my entire body had become numb. However, my brain was still active,” he recalled. “I started speaking voluntarily, but I don’t remember what I said. When I regained consciousness, I had a severe headache and my mouth was dry.”

Wahab asked for some water and tea from his captors, a request that was granted, along with two tablets. When he told his captors that he wanted to go to the bathroom, his blindfold was temporarily removed from his eyes, and he found himself in some sort of a lock-up, but not that of a police station.

He was blindfolded again after he had used the bathroom urinated, and then taken to another, cooler room – indicating that the room had an air conditioner. Somebody then began asking him questions, albeit politely. Wahab informed him that he was a human rights’ activist, and helped the families of “missing” people. He was told that “missing” persons were “terrorists,” and helping them was a crime. After five days of confinement, the entirety of which were spent blindfolded, Wahab was released near the Finance and Trade Centre (FTC) on Sharea Faisal, and asked not to look back; otherwise, he would be shot dead. “Since then, I have been receiving abusive calls on my cell phone during the middle of the night. I have changed my cell phone many a times, but it is always traced,” he said.

Doctors fear that in all probability, Wahab was injected with a drug that has been nicknamed ‘Truth Serum.’ After taking the Truth Serum, a person is said to become highly talkative, and shares his/her thoughts without hesitation. The Dorlands’ Illustrated Medical Dictionary describes the Truth Serum as “an ultra-short-acting barbiturate (drug) to produce general anaesthesia, and for narcoanalysis in psychiatric disorders.”

The proper name for this drug is thiopental sodium, eminent psychiatrist Prof. S. Haroon Ahmed told The News, explaining that the drug is also called Sodium Pentothal. “There are various kinds of methods used to extract information from people suspected of anti-social or so-called anti-state activities. Besides physical torture, psychological methods are keeping a person in incognito and keeping him awake for a long time and altering all normal expectations.

“There are, however, other methods in which doctors are involved, such as administering injections of tripentina sodium (Truth Serum). The effect of the injection is that the person become uninhibited, and frequently pours out facts that he/she would otherwise not disclose. The involvement of medical community in any act of torture or forced extraction of information has been banned by the international medical community. This has also been endorsed by the Pakistan Medical Association (PMA),” he said.

Dr Shershah Syed, former general secretary of the PMA, said: “Doctors should not get involved in any kind of activity causing physical, psychological and emotional torture in collaboration with government or non-government agencies.”

Baloch nationalist rebels have been waging a low-key insurgency for years, seeking greater provincial autonomy and a higher share of the profits from natural resources tapped in the region.

The insurgents have targeted several government officials and people from other ethnic communities in recent months.

Report on Political Prisoners Sentenced to Death in Baluchistan

The identities of six of political prisoners sentenced to death in the province Baluchistan have been announced by the Coalition of Human Rights Activists in this province.

There is no accurate information on the number and identities of the tens of Baluchi political prisoners in southeastern Iran.  As a result of the tight grip maintained by Intelligence services on this region and the absence of civil rights institutions, this region is among a number of areas which is suffering from a lack of  surveillance by human rights organizations.

There are no accurate statistics on the number of political prisoners who have been sentenced to die or are in the verge of being sentenced in this part of the country, but according to available information and claims made by authorities, a large number of prisoners charged with political- or intelligence-related offenses in this region have been sentenced to death.

The identities of six political prisoners who are sentenced to die are as follows:
1. Abdulrahman Narouei, son of Khaleghdad
2. Abeh-Gahram Zehi
3. Abdulhamid Riggi, son of Azad Riggi
4. Abduljalil Riggi, son of Jan-Mohammad
5. Naser Shah-Bakhsh
6. Mahmoud Riggi, son of Nazar

Most of the individuals stated above are being held in a detention center managed by the Ministry of Intelligence in the city of Zahedan, and the accused are being denied basic rights such as visitations with their family members and the right to hire a lawyer.  The conditions of political prisoners in Baluchistan, in the absence of a civil rights movement and human rights advocates, are bleak.

Two FC officials kidnapped, two injured in Nasirabad district

QUETTA: Two personnel of the Frontier Corps (FC) were injured and two others were kidnapped by unidentified persons who attacked a check post in Nasirabad district on Thursday.

Murtaza Baig, a spokesman of the Frontier Corps (FC), confirmed with the Baloch Hal that the FC check post had come under attack in Mir Hassan Police Station area of Nasirabad district in the early hours of Thursday. The attackers used automatic weapons to attack the check post. As a result, two personnel of the Frontier Corps, who were identified as Mohammad Imran and Mohammad Sharif, were injured and two others, Jamil Ahmed and Khan Ahmed, were supposedly kidnapped by the attackers and taken to an unknown location.

“The injured FC personnel are currently under treatment while a search operation has begun for the recovery of the kidnapped personnel,” said the FC spokesman.

It was learnt the four FC personnel had been deployed to guard a gas pipeline that passed from the area in order to protect it from the attack of Baloch nationalists fighting for maximum autonomy and control on resources of Balochistan.

The FC spokesman said that forces had defused a landmine at RD418 locality which had been laid on the road. “It could cause huge damage to human lives if FC had not defused the mine on the right time as it had been laid at a public place,” said the spokesman.

No group has accepted responsibility for the attack on the FC check post and kidnapping the recruits of the federal paramilitary force. Last year, the Baloch Republican Army (BRA), a shadowy organization, had kidnapped 22 policemen from the same area. All of them were killed by their captors.

When asked about the recent statement of Balochistan Chief Minister Nawab Mohammad Aslam Raisani that the Frontier Corps had established a parallel government in Balochistan against the provincial government, the spokesman refused the impression. He said that the FC had been deployed on the request of the provincial government. It was unreasonable on the part of the chief minister to publicly speak against the FC even though an understanding had been reached between the provincial government and the FC for the maintenance of law and order in Quetta city.

“The FC will pull out the next day if the chief minister makes such an announcement that we are no longer required,” said the spokesman.

Editorial: Killing of democrats in Khuzdar

In what appeared to be a provocative incident of firing on unarmed democratic activists, security forces killed two young students-cum-political activists in Khuzdar district on Friday. The victims, along with several others who received injuries in the arrogant demonstration of brute force by the security forces, were peacefully protesting against the targeted killing of Balochs in Karachi. It was in fact a democratic display of anger over flawed government policies which had failed to guard the lives and property of the Balochs living in Karachi. Every citizen as well as political party has the constitutional right to freely express their dissent and mobilize on issues of mutual interest……..Read full story

British should extradite Altaf Hussain to where he belongs: Zafar Baloch

Toronto, January 13 – Baloch Human Rights Council (Canada) has declared the recent killings of the indigenous Baloch populace in Karachi as a wider plan of the MQM to assert its administrative control over the city. The hegemonic and expansionist designs of MQM supported by the state policies are the root cause to all ethnic and sectarian strife and violence in Karachi. The goals sanctioned by the MQM’s reign of terror against lawyers in the past, looting and burning of two thousand shops, target killing of indigenous social activists who resisted land grabbing, and the indiscriminate killings of innocent Baloch and Sindhis in Karachi – is to decapitate Sindh’s capital from its historical and cultural roots and run it mafia-like as the Hong Kong of South Asia.

BHRC strongly condemns the PPP-MQM Sindh Government policies of discrimination and use of force against the innocent Baloch under the disguise of ‘operation-clean-up’ to rein in gangs and criminal elements. Ironically, in 1983, military operation against the Sindhis in the rural areas originally meant to crush the strong opposition to military rule was conducted under the similar pretext of “killing dacoits” in which thousands of innocent people lost their lives or were imprisoned.

BHRC demands immediate resignations of Governor Sindh, Dr. Ishrat ul Ebad, Sindh Interior Minister Zulfiqar Mirza, and Interior Minister Rahman Malik. It should be noted that a Canadian court has already given a ruling against MQM and has declared it a terrorist group and it is about time that the British should take measures and extradite its leader, Altaf Hussain to where he belongs. In order to bring peace and ethnic harmony in Karachi, it is imperative to end the mafia-like hegemonic control of MQM and its thugs over the city’s residents, commerce, trade, and law enforcing institutions. Karachi is the inseparable capital of Sindh and should be respected as such in terms of being a political centre and a promoter of the Sufi culture of the Indus Valley Civilization.

Gillani and shutter down strike meet in Gwadar

Prime Minister Syed Yousaf Raza Gillani visited the Baloch port town of Gwadar on Tuesday. In his two-day visit, the primer would inaugurate an international airport in Gwadar and many other “development projects”. It was the first visit of the head of the federal government to Balochistan after the unveiling of the much-hyped Balochistan package. Another important aspect of this visit of the prime minister to Gwadar is a meeting of the federal cabinet and the signing of the National Finance Commission (NFC) award on which consensus was recently developed among all four provinces and the federal government following exhaustive consultations in all four provinces.

As the Prime Minister visited Gwadar, a complete shutter down strike was observed in the very city that was flooded with the VVIPs of the country. People stayed inside their homes and did not come out to cheer the visiting VVIPs or those who gave them the Balochistan Package. Perhaps, the deprived and backward people of Gwadar have become habitual of seeing the motorcade of VVIPs passing in front of their homes since the days of General Pervez Musharraf.

Exclusive Interview of Mehran Baluch with TNS

By Murtaza Ali Shah
Mehran Baloch is the youngest of six sons of veteran Balochistan nationalist leader Nawab Khair Bukhsh Marri. Educated in Oxford, he is an international voice, and arguably the most articulate and passionate one, of the Balochistan case, especially at the United Nations and western think-tanks where his voice is considered critical.

Living in Britain for over 20 years now, Mehran was thrown into spotlight in March 2007 when it emerged that the Pervez Musharraf-led government of Pakistan wanted to trade Mehran against Rashid Rauf, a British terrorist suspect from Birmingham, who was in the custody of Pakistan at the time and wanted in Britain on a number of terrorism charges.

When the details were published, it became known that the Pakistani establishment was attaching a huge price tag to the extradition of the young Marri.

He fled from London, awakened to the rude reality that British intelligence was monitoring him round-the-clock on Pervez Musharraf’s personal request.

Sister of Abdul Hayee Bangulzai demands early recovery of her brother

QUETTA, Dec 26: The sister of Abdul Hayee Bangulzai has demanded the chief justice of Balochistan High Court and other humanitarian organisations to play their role for the early recover of her brother and other missing Baloch persons allegedly picked up by government agencies.

Talking to Baloch Hal on Saturday, she said her brother Abdul Hayee Bangulzai was a dispenser and receiving training at Civil Hospital. On August 29, he was on his way home when security forces allegedly picked him up along with his official motorbike at Polytechnic Girls College on Sariab Road.

“We are completely unaware of his whereabouts since his alleged kidnapping,” she said, adding that her brother was innocent and had no links with any political or religious party.

She said if Abdul Hayee had committed any crime or was involved in any unlawful activity, he should be produced before a court of law so he could prove his innocence, instead of putting him in a “torture cell”.

Balochistan is bordered by Afghanistan to the north and northwest, Iran to the southwest, Punjaband Sindh to the east, and Khyber Pakhtunkhwa and Federally Administered Tribal Areas to the northeast. The Arabian Sea borders it to the south. The largest city, Quetta, serves as its capital.

The main ethnic groups in the province are BalochPashtuns and Brahuis, and there are relatively smaller communities of IraniansHazarajats,KurdsSindhis, plus other settlers, including PunjabisUzbeksTurkmensSikhs and Hindus. The name Balochistan means the "land of the Baloch" in many regional languages.

[edit]Etymology

Balochistan in Pashto is known as Godar which was hellenised by the Greeks in to Gedrosia due to the fact that the Greeks derived the names of these Iranian lands from the Bactrian language. The Balochi people referred to their own land as Moka or Maka, a word which later becameMakran, following the decline of the nearby Harappa-Mohenjo-daro civilisation to the east.

[edit]Early history

Forming the eastern portion of the Iranian Plateau, the area of Balochistan is the site of the earliest known farming settlements in the pre-Indus Valley Civilization era, the earliest of which was Mehrgarh dated at 7000 BC. Balochistan, then famous for its lakes, was one of the first placesZoroaster travelled to from Bactria in order to seek converts to his religion. Some of the first proselytes of his religion lived here before its spread into western portions of the Iranian plateau.[citation needed]

The Baloch have Persian and Kurdish origins, all of whom populate portions of the Iranian plateau.[1] They are considered to be an Iranic group that has absorbed some Dravidian genes and cultural traits, primarily from Brahui people.[citation needed] The northern point of Balochistan known in Pashto as Dzaranga was known as Drangiana to the Greeks and came to be known to the Persians as Saka. The Persian epic of Shahnamadoes record the Baloch in the Qazvin-Zanjan region of old Iran in the 6th century AD, when they were engaged in battle by the Persian kingChosroes I Anoshirvan, The Shahnama also records its heroes, Rustom and Sohrab, as being Saka (and not Persians) making Sistan (or the old Sakistan) their origin. With time, Baloch tribes linguistically absorbed all the local people in Makran, southern Sistan and the Brahui country, becoming a sizeable group to rival in size the other Iranic group in the region .

In the 7th century, the region was divided into two parts; the south was made part of the Kermān Province of the Persian Empire and the north became part of the Persian province Sistan. In early 644, the Islamic CaliphUmar, sent Suhail ibn Adi from Busra to conquer the Kerman region of Iran. He was then made governor of that region. From Kerman, he conquered the western Balochistan region, near the Persian frontiers.[2]South-western Balochistan was conquered during the campaign in Sistan the same year. During the reign of Caliph Uthman in 652, Balochistan was reconquered during the counter-revolt in Kerman, under the command of Majasha Ibn Masood. This was the first time western Balochistan became directly controlled by the Caliphate and paid taxes on agriculture.[3] In those days western Balochistan was included in the dominion of Kerman. In 654, Abdulrehman ibn Samrah, governor of Sistan, sent an Islamic army to crush a revolt in Zaranj, which is now in southernAfghanistan. After conquering Zaranj, a column of the army pushed north, conquering Kabul and Ghazni, in the Hindu Kush mountain range, while another column moved through North-western Balochistan and conquered the area up to the ancient city of Dawar and Qandabil (Bolan).[4] By 654, the whole of what is now the Balochistan province of Pakistan was controlled by the Rashidun Caliphate, except for the well-defended mountain town of QaiQan which is now Kalat. However, this town was later conquered during the reign of Caliph Ali.[5] Abdulrehman ibn Samrah made Zaranj his provincial capital and remained governor of these conquered areas from 654 to 656, until Uthman was murdered.

During the Caliphate of Ali, a region of Balochistan, Makran, again revolted. Due to civil war in the Islamic empire, Ali was unable to deal with these areas until 660, when he sent a large force, under the command of Haris ibn Marah Abdi, towards Makran and Sind. Haris ibn Marah Abdi arrived in Makran and conquered it by force, and then moved northward to north-eastern Balochistan and reconquered Qandabil (Bolan). Finally, he moved south and conquered Kalat after a fierce battle.[6] In 663, during the reign of Umayyad Caliph Muawiyah I, Muslims lost control of North-easternBalochistan and Kalat when Haris ibn Marah and large part of his army died in battle against a revolt in Kalat.[7] Muslim forces later regained control of the area during Umayyad reign. It also remained a part of the Abbasid Caliphate.

In the 15th century, Mir Chakar Khan Rind became the first king of Balochistan. Subsequently, Balochistan was dominated by the Timurids, who controlled all of Persia and Afghanistan. The Mughal Empire also controlled some parts of the area. When Nadir Shah won the allegiance of the rulers of Balochistan, he ceded Kalhora, one of the Sindh territories of Sibi-Kachi to the Khan of Kalat.[8][9][10] The successor of Nadir Shah and founder of the Afghan Empire, Ahmad Shah Durrani, also won the allegiance of that area's rulers. Most of the area would eventually revert to local Baloch control.

[edit]British Rule

During the period of the British Raj, there were four Princely States in Balochistan: MakranKharanLas Bela and Kalat. In 1876, Sir Robert Sandeman made a treaty with the Khan of Kalat and brought his territories (including Kharan, Makran, and Las Bela) under British suzerainty. After the Second Afghan War was ended by the Treaty of Gandamak in May 1879, the Afghan Emir ceded the districts of QuettaPishinHarnaiSibi andThal Chotiali to the British. In 1883, the British took control of the Bolan Pass, southeast of Quetta, from the Khan of Kalat. In 1887, some of the areas of Balochistan were declared British territory. In 1893, Sir Mortimer Durand negotiated an agreement with the Amir of Afghanistan, Abdur Rahman Khan, to fix the Durand Line running from Chitral to Balochistan as the boundary between the Emirate of Afghanistan and the British. Two devastating earthquakes occurred in Balochistan during the British colonial rule: The 1935 Balochistan Earthquake, which devastated Quetta, and the 1945 Balochistan Earthquake with its epicentre in the Makran region.

[edit]After independence

In 1947-48, the Khan of Kalat reportedly tried to accede to the dominion of India. But his accession papers were returned by Jawaharlal Nehru, thePrime Minister of India obviously not wanting to extend India's dominion areas that were separated by Pakistan, so as to be able to concentrate on the local development work. [11][12][13] As a result, Kalat joined Pakistan on the agreement that defence, currency, foreign office and finance will be controlled by the federal govt but that the rest the province will control by itself. However, after death of Muhammad Ali Jinnah, formation of one unit changed this situation and Kalat along with other princely states of Baluchistan were merged into Pakistan as elsewhere in the South Asian sub continent.

Since Pakistan's independence, a small group of Baloch nationalist, groups and Provincial governments have been in conflict with the Federal Government.

[edit]Geography

Hanna Lake on 29 January 2004

Balochistan is situated on the southwest of Pakistan and covers an area of 347,190 square kilometres (134,050 sq mi), constituting 44% of Pakistan's total land mass and making it Pakistan's largest province by area. The province is bordered by Afghanistan to the north and northwest, Iran to the southwest, Punjab and Sindh to the east, and Khyber Pakhtunkhwa and the Federally Administered Tribal Areas to the northeast. To the south lies theArabian Sea. Balochistan is located on the south-eastern part of the Iranian plateau. It borders the geopolitical regions of the Middle East and Southwest Asia, Central Asia and South Asia. Besides sitting at the mouth of Hormuz Straits it can provide the shortest route from port to Central Asia. These facts have placed the otherwise desolate region constantly it in the scopes of competing global interests like Afghanistan for all of recorded history.

The capital, Quetta, is located in a densely populated portion of the mountainous northeast. It is situated in a river valley near the Bolan Pass which has been used as the route of choice from the coast to Central Asia, entering through Afghanistan's Kandahar region. The British and countless other historic empires have crossed the region to invade Afghanistan by this route.[14] The Sulaiman Mountains are located in Balochistan's northeast area. Local inhabitants have chosen to live in towns and rely on sustainable water sources for thousands of years.

Balochistan is rich in exhaustible and renewable resources; it is the second major supplier of natural gas in Pakistan, however its renewable and human resource potential has not been systematically measured nor exploited due to pressures from within and without Pakistan.

[edit]Climate

Very cold winters and hot summers characterise the climate of the upper highlands. Winters of the lower highlands vary from extremely cold in Ziarat,QuettaKalat, Muslim Baagh and Khanozai the northern districts to mild conditions closer to the Makran coast. Summers are hot and dry, especially the arid zones of Chaghai and Kharan districts. The plain areas are also very hot in summer with temperatures rising as high as 50 °C (122 °F).The highest record breaking temperature of 53 °C (127 °F) has been recorded in Sibi, it was on 26 May 2010.[15] Previously, 52 °C (126 °F) was recorded in Sibi. Other hot areas includes, Turbat, and Dalbandin. Winters are mild on the plains with the temperature never falling below the freezing point. The desert climate is characterised by hot and very arid conditions. Occasionally strong windstorms make these areas very inhospitable.

[edit]Economy

The economy of Balochistan is largely based upon the production of natural gas, coal, and minerals. Other important economic sectors include fisheries, mining, manufacturing industries, trade and other services being rendered by public and private sector organizations in the province. Tourism remains limited but has increased due to the exotic appeal of the province. Limited farming in the east as well as fishing along the Arabian Seacoastline are other forms of income and sustenance for the local populations. Due to the tribal lifestyle of many Baloch and Brahui, animal husbandry is important, as are trading bazaars found throughout the province.

Though the province remains largely underdeveloped, several major development projects are in progress in Balochistan including the construction of a new deep sea port at the strategically important town of Gwadar.[16] The port is projected to be the hub of an energy and trade corridor to and from China and the Central Asian republics. Mirani Dam on Dasht River, 50 kilometres (31 mi) west of Turbat in the Makran Division, is being built to provide water to expand agricultural land use by 35,000 km2 (14,000 sq mi) where it would otherwise be unsustainable.[17]

[edit]Reliance on exhaustible natural resource extraction

Balochistan's share of the national income has historically ranged between 3.7% to 4.9%.[18] Since 1972, Balochistan's gross income has grown in size by 2.7 times.[19] Outside Quetta, the resource extraction infrastructure of the province is gradually developing but still lags far behind other parts of Pakistan.

There is also Chinese involvement in the nearby Saindak gold and copper mining project where large gold and copper deposits exist in the Chagai District in Reko Diq area. The main license is held jointly by the Government of Balochistan (25%) the rest is held by foreign interests Antofagasta Minerals (37.5%) and Barrick Gold (37.5%). These deposits are comparable in size to nationally-controlled deposits Sarcheshmeh in Iran and Escondida in Chile (which are the second and the third largest proven deposits of copper in the world).[citation needed] Foreign multinationals BHP Billiton and Tethyan entered into a joint venture with the Balochistan government to develop these deposits. The potential annual copper production has been estimated to be 900,000 to 2.2 million tons.[citation needed] The deposits seem to be largely of porphyry rock nature.[citation needed] The agreements for royalty rights and ownership of these immense exhaustible resources were reached during a period of unprecedented natural disasters, economic, social, political, and cultural unrest in the country. The negotiations were widely considered to be insufficiently transparent.[20]

In common with the other provinces of Pakistan, Balochistan has a parliamentary form of government. The ceremonial head of the province is theGovernor, who is appointed by the President of Pakistan on the advice of the provincial Chief Minister. The chief executive of the province is the Chief Minister who is normally the leader of the largest party or alliance in the provincial assembly.

The unicameral Provincial Assembly of Balochistan comprises 65 seats of which 4% are reserved for non-Muslims and 16% for women only. The judicial branch of government is carried out by the Balochistan High Court, based in Quetta, and headed by a Chief Justice. For administrative purposes, the province is subdivided into 30 districts:[21]

The population reached some 13,162,222, not including 3 districts of Khuzdar, Kech and Panjgur in 2012 Census preliminary figures, far more than 5,501,164 in 1998.[22] The population density is very low due to the mountainous terrain and scarcity of water. As of the 1998 census, Balochistan had a population of 8 million inhabitants, representing approximately 5% of the Pakistani population.[23] Official estimates of Balochistan's population grew from approximately 7.45 million in 2003 to 7.8 million in 2005.[24]

According to the 2008 Pakistan Statistical Year Book, households whose primary language is Balochi represent 10% of the population, Pashto is also spoken by around 30% of the population, and 4% of households speak Brahui. It makes Balochi and Pashto the two dominant languages in the region. Other languages include Hazaragi (Persian)SindhiPunjabi[citation needed] and Saraiki.[25] Balochi-speaking people are concentrated in the sparsely populated west, east, south and southeast; Brahui speakers dominate in the centre of the province, while the Pashtuns are the majority in the north.

The Kalat and Mastung areas speak Brahui. Quetta, the capital of the province, is largely populated with Pashtun people. While the Hazara have a sizeable presence in Mahrabad and Hazara town neighbourhood of Quetta and speak the Hazaragi language. They are mostly engaged in trade, coal mining and govt jobs. The present MNA from Quetta Sayd Nasir Ali Shah and Jan Ali Changazi MPA belong to Hazara tribe.

In the Lasbela District, the majority of the population speaks Balochi, or Lasi (Sindhi). Jamot tribes of Sibi Naseerabad and Kachhi region widely speak Sindhi. In addition, the coastal region of Makran is home to communities such as the Siddi and Med, who speak Balochi but have distinct ethnic identies.

The Lori, a gypsy people are found throughout Balochistan. A large number of approximately over 4 million Afghan refugees moved to Quetta and other cities of Balochistan after the Soviet invasion of Afghanistan in 1979. Near the Kalat region and other parts of the province there are significant numbers of Baloch Brahui speakers. Along the coast there are various Makrani Balochi speakers who predominates. A large number of Afghan refugees can also be found in the province, including Pashtun, but also UzbeksTajiks and Hazara.

The large district and tribe of Belijan/Beluchan still exist in northwest Zagros, stretching from just east of Sivas, south toward Aleppo. The current inhabitants and the tribe identify themselves asKurds.

[edit]Languages

The main languages in the province are Balochi spoken (in the very sparsely populated west, east, south and southeast), Pashto (in the north and northwest) and Brahui (in the center). In areas bordering Central western Punjab Seraiki is the local dialect, additionally, there is also a small number of speakers of Hazaragi Persian Urdu and Punjabi, (in the capital Quetta) Farsi Persianisalso spoken Sindhi is spoken (in some parts of the southeast).[26]

[edit]Society and culture

Balochistani culture is primarily tribal, deeply patriarchal and conservative. Baloch society is dominated by tribal chieftains called MirsSardars and Nawabs, who are the ruling elite of Balochistan and have been criticised for blocking the educational development and empowerment of the common baloch people, while their children get educated in best foreign Universities

Islamabad: At least four university pupils were killed and more than 50 other people injured on Monday when a bomb fixed to a car exploded and hit a bus carrying students in Pakistan’s Quetta city, media reports said.

The blast took place around 8.20 am when the bus carrying 52 students from the Balochistan University of Information Technology was hit by the explosion inside a small car parked near the Federal Investigation Authority building on Samungli Road.

The image has been used for representational purpose only. Reuters

Geo News said at least 53 people, including four policemen and four women students, were injured.

A TV channel quoted hospital officials as saying that the injured included nine women and five children.

The blast left a two-foot-deep crater on the ground, witnesses said. A motorbike and a rickshaw near the blast site were destroyed, Xinhua reported.

State-run PTV channel said the injured policemen were passing by the site in a car when the bomb went off.

A bomb disposal squad said around 50 kg of explosives were used in the blast.

Police said it was not clear if the bus was the target. No group has claimed responsibility for the attack.

The toll may rise as at least 20 people are lying in hospitals in critical condition. Prime Minister Yousuf Raza Gilani has condemned the attack.

Angry students gathered near the hospitals where the injured were admitted, and staged a protest.

9 killed in wave of sectarian violence in Quetta

Islamabad, Sep 1 (IANS)

At least nine people were killed and a dozen others injured in a wave of sectarian violence that hit Quetta city, the provincial capital of Pakistan's southwest province of Balochistan Saturday, reported Xinhua, citing local media and police.

Unidentified gunmen attacked a car carrying Shia Muslims of Hazara ethnic group, attacked a girls' school and fired in various areas of the city to create panic.

The firing incidents started early in the morning when gunmen fired at a private car, killing five Shia Muslims in Hazar Ganji area. In another incident in the same area later, two more Shia Muslims were gunned down.

Following the second incident, the Shia religious leaders of Hazara community took to the streets and demanded government to arrest the people involved in brutal killings of Shias.

In another incident, one man was killed and 11 others were injured when unidentified gunmen opened fire at the Shia Muslims protesting against target killing of Hazara community.

No group has so far claimed responsibility for the attacks.

Some unidentified gunmen also fired at the building of a girls' school to create panic among the students and staff members.

Hazara Democratic Party strongly condemned the incident and called for a shut down strike in Quetta Sunday. Balochistan Shia Conference announced a three-day-mourning in the province.

Chief Minister of Balochistan, Nawab Aslam Raisani Nawab has sought a report about the incident from the concerned officials.

Talking to media, the chief secretary said target killing is not a new issue in Quetta but in recent months, its incidence has increased alarmingly. He said the authorities are trying hard to bring the situation under control.

Police did not succeed in arresting any of the attackers, local news reports said. (IANS)

Apex court directs federal and provincial govts to take concrete measures in Balochistan. PHOTO: FILE

The Supreme Court remains unamused by the unfolding sequence of events in Balochistan. At the latest hearing held by a three-member bench of the apex Court, on a petition regarding the law and order situation in the province, Chief Justice Iftikhar Muhammad Chaudhry, besides commenting on poor policing and impossibility of maintaining law and order in the province, also termed the killing of Nawab Akbar Bugti “the biggest mistake”. The chief justice also gave directives for including Nawab Bugti’s family in the voters’ list. The chief justice quite rightly lamented the hopelessness of a situation where a sessions court judge could be killed on sectarian basis without the government being prompted into taking any sort of action. In addition, the wisdom behind handing police powers to the FC when it has been accused of extrajudicial killings in the province also raised eyebrows among those sitting on the bench. The Court rejected the government’s response that there had been no increase in the number of people who had gone missing and that the number of dead bodies turning up on streets had declined. The bench pointed out that ‘settlers’ from other provinces continued to flee Balochistan, which was hardly an example of a comforting law and order situation within the province.

The Court hearings on Balochistan have highlighted many of the wrongs that have been committed in Balochistan, including the assassination of Nawab Bugti. But the problem is that even though top law-enforcement officials have appeared in the Court, no solutions have emerged, with killings on sectarian and ethnic bases continuing. As the Human Rights Commission of Pakistan has pointed out, not many of the people who had gone missing have resurfaced despite the apex Court’s efforts in this regard.

The Court has been able to identify issues — and sometimes culprits. What we need now is a means to fix the mess. Law enforcement alone is not the answer. The political forces enjoying influence in Balochistan need to be engaged in a process that can lead towards genuine order and be encouraged to begin a dialogue on this without further loss of time. Unless this happens, things will not improve.

Publicerad 2012-09-06 18:43:00 i Allmänt

Rehman Malik: the Civilian Face of Pakistan’s Military Establishment

Rehman Malik: the Civilian Face of Pakistan’s Military Establishment
Pakistan’s Interior Minister Rehman Malik, the civilian face of the country’s powerful military establishment is a continuation of the former dictator General Pervez Musharraf’s policies in Balochistan. He is the one who sanctioned and devised the policies of empowering Frontier Corp (FC), the Pakistani paramilitary, in Balochistan involved in enforced disappearances and the ‘kill and dump’ activities.
The two recent dead bodies found yesterday, February 23, 2011 were identified as Mehboob Wadela of Baloch National Movement (BNM), disappeared from Karachi in April last year. The other body was identified as Rehman Arif’s, who was a member of the Baloch Republican Party (BRP) and was abducted four months ago from Gwadar bringing the total to 103 bullet-riddled bodies of missing persons over the past seven months.
On February 23, 2011 Amnesty International urged the Pakistan government to immediately account for the “alarming number of killings and abductions in Balochistan attributed to government forces in recent months. http://www.amnesty.org/en/for-media/press-releases/pakistan-balochistan-atrocities-continue-rise-2011-02-23

On February 25, 2011 the Hong Kong based Asian Human rights commission condemn the disappearances in Balochistan and called it a routine work of the Frontier Corps (FC) and state intelligence agencies. AHRC further added that since last year the law enforcement authorities have introduced a new trend in which they kill the disappeared person extra judicially so as to destroy any possible evidence of their involvement. http://www.ahrchk.net/ua/mainfile.php/2011/3676/

These two bodies show the blood lust of the Pakistani establishment. The body of Rehman Arif portrays the brutality of the Pakistan Army in which the eyes were poked out; tongue was cut off, arms and legs wrapped around each other in the agony of death. Both were shot at a point-blank range in the head, the bullet tearing away a line of flesh up from the forehead entering the brain. Both bodies have vivid crimson or black scars down the left side of their throats. This kind of brutal and horrific method of killings were not even witnessed in the medieval time, what Pakistani establishment has been applying against the Baloch innocent masses struggling for their legitimate rights.
Pakistan’s Interior Minister Rehman Malik had already threatened the Baloch populace that until and otherwise Baloch will salute the flag of Pakistan this operation will not stop. This is the exact clone polices of former Dictator Musharraf‘s towards Balochistan. This so-called democracy even went one step ahead to save the strategic interest of Pakistani Army in Balochistan by introducing the bullet-riddled dead bodies. And not even a week passes by when Baloch mothers, sisters, and children are not being gifted with a mutilated dead body of their loved ones which are leaving life-long scars, both physical and psychological on the Baloch nation.
Over 10,000 people have been made disappeared and over 1100 cases are registered with the United Nations Working Group on Enforced or Involuntary Disappearances (WGEID) by the London based International Voice for the Baloch Missing Person (IVBMP).
These decomposed bullet-riddled bodies are only 1% of the total disappeared made by this "caravan of death", headed by the Pakistan Army. The grieving families are desperate to know about their loved ones. It is not hard to believe that Pakistani Security Establishment (ISI) had mutilated those bodies so horrendously that the only solution was to "disappear" the corpses and bury them into the history.
The slaughter of the Baloch had started the day Pakistan occupied Balochistan in a military coup in the year 1948. The Baloch have seen more than six decades of suffering at the hands of this apartheid government.
Once, a friend of mine told me that “Every time a Baloch is murdered, a bit of Pakistan dies”. The number of bullet-riddled bodies, which we are receiving, has turned Balochistan into a graveyard and has left no room for Pakistan to stay in Balochistan. And every Baloch heart is crying freedom from Pakistan’s brutal occupation.
The Pakistan civil society and the ISI-backed spin media outlets shamelessly refuse to cover Balochistan, specially the issue of the missing persons, and try to divert the whole issue by the claims of the killing of non Baloch in Balochistan. The logic of civil society in Pakistan and of those who demand that Baloch should stop the resistance is absurd. The civil society absolves the aggressor and occupier - armed with the deadliest weapons of death and destruction of the responsibility, while blaming the victim, prisoner and occupied. And instead of being sympathetic with relatives of those mutilated dead bodies, a concerted effort is waged to trivialize this tragedy by calling it a plot of foreign forces to disrepute Pakistan. This is like rubbing salt to the Baloch wounds.
For the last 63 years Baloch in Pakistan have been under siege, incarcerated, and sealed off from the rest of the world, air and sea, slowly genocide, bombarded homes, schools, no one is spared from Pakistan’s brutal death policies. This river of blood is being shed under lies and false pretexts. The collective punishment did not halt, but accelerated – as they brought the enforced disappearances and bullet riddle bodies.
I don’t know why I remember the Australian independent MP Mr. Bob Katter. He said that Pakistan is long overdue for NATO intervention, and said that this intervention is inevitable and imminent. Mr. Bob Katter demanded that Australia should support NATO’s intervention into Pakistan.
On the World Summit 2005 almost all countries adopted the Responsibility to Protect (R2P) doctrine. This doctrine puts the protection of human lives against human rights violations in the centre and envisages three steps 1.Responsibility to Prevent 2.Responsibility to react 3.Responsibility to rebuild
Pakistan has failed to contain the slow motion genocide of Baloch populace and hence the second step, the reaction to “large-scale loss of human lives”, is decisive. To prevent this slow motion genocide which is heading towards a large scale genocide we urge the International community to intervene in Balochistan and give Baloch masses the right to chose their own destiny.

The International Day of the Disappeared on August 30 is an annual commemoration day created to draw attention to the fate of individuals imprisoned at places and under poor conditions unknown to their relatives or legal representatives. In Balochistan, since 2005 there had been more than 8000 enforced disappearances including women and children under the age of twelve years and currently over 1100 documented Baloch political activist are held in incommunicado by Pakistani Army. Balochistan is a Texas sized state occupied by Pakistan and Iran. This is the fifth uprising by the Baloch populace against the Pakistani Regime for Baloch nationhood.
The day of June 8th, 2009, was the last time when the family saw Zakir Majeed. The security personnel of Pakistani Army in the presence of Zakir’s two friends forcibly abducted Zakir on a gun point and whisked him away from Mastung Balochistan to an unknown destination. Since then the family and the Baloch nation had no reliable news about Zakir’s fate. Zakir’s family and Baloch nation have been left at the mercy of the anguished torments and worse imaginations.
Young and Vibrant Zakir Majeed is the Senior Vice Chairman of Baloch Student Organization (AZAD). Mr Zakir Majeed, a student of M.A in the University of Balochistan and a charismatic leader whose life was one of constant travel, moving from one town to another to organize BSO on the gross root level and educating the Baloch youth about the plight of Baloch Nation. Zakir continually expanded his organizational reach and was very effective amongst Baloch Youth. Mr Zakir Majeed is not the only one, according to Balochistan Based (VBMP)Voice for Baloch Missing persons and newly formed Sweden based International Voice for Baloch Missing Persons (IVBMP), since 2005 there had been more than 8000 enforced disappearances including women and children under the age of twelve years. According to IVBMP there over 1100 documented Baloch political activist who are victims of enforced disappearances, abduction, tortured and imprisonment incommunicado.
The Perpetrators of enforced disappearances, the Pakistani Army systemically executing the leading Baloch Intellectuals and leadership through its Securities Agencies, local paramilitary arm and its affiliated death squads such as Baloch Mussalha Defah Tanzeem, Sapah-e-Shuda, and Insar- ul Islam etc. It seems, the evil set design of Pakistani military establishment, to systemically eliminate Baloch leading political cream is entering into a second phase, where the nucleolus of the political parties, trade unions, journalists, doctors, teachers, poets, lawyers and student are being forcefully disappeared and within twenty days their dead bodies are found with the marks of brutal tortures. For the last few weeks the Pakistani Killing machine had intensified and Baloch are shocked over the extreme cases of execution of the political workers, while the said victims were the victims of enforced disappearances. Almost every victim has bullet holes in their heads. This week two political workers’ bullet-riddled bodies, later on identified as Mohammad Omer Baloch and Arz Mohammad Pirkani, both resident of Quetta, Balochistan were found. According to the families of these innocent victims, both were abducted 20 days ago by the Pakistani intelligence agencies. This brought the total into 14 into two weeks.
This despicable and cutthroat set plan is outright genocide. These illegal acts against Baloch nation is set in the context of Pakistani repression, demonstrating that Pakistan’s election to the UN human rights council is far from being deserved.
Zakir Majeed, Ehsan Arjmandi and Din Mohammad Baloch’s case were picked up by Asian Human Rights Organisation(AHRC) and were submitted to the UN Working Group on Enforced and Involuntary Disappearances (WGEID) and to the UN Special Rapporteurs on Disappearances.
http://www.ahrchk.netstatementsmainfile.php2009statements2400/. On August 07, 2009, Mr Ehsan Arjemandi , a Norwegian Baloch Human Rights Activist , was forcefully abducted by the state intelligence services while Mr Arjmandi was on a visit to his mother in Balochistan. This victim of enforced disappearance was picked up in front of several people by the security personnel on a gun point in a car with registration number ADN6928. On July 25, 2010, in an interview to a Norwegian journalist the Interior Minister Reham Malik blatantly agreed to Mr Arjmandi’s arrest. Since 2009, this is the first time that Pakistani establishment had agreed to Mr. Arjmandi’s arrest. During all this time Mr. Arjmandi was never produced to any court of Law. He is in prison in incommunicado. This completely manifest the mindset of Pakistani establishment towards the Baloch enforced disappeared political workers. Following link is the interview of the Journalist with Pakistani Interior Minister Rehman Malik.
http://www.nrk.no/nyheter/verden/1.7223592
After the brutal discredited military regime of Retired General Musharraf, the Pakistan Army yielded power to a civilian government. Zakir Mothers hopes were temporarily elevated by the announcement of the civilian government that Mr. Zakir Majeed along with thousands of other disappeared political workers would emerge from the darkness of their secret cell. On January 22, 2010, after the UN intervention, Pakistani establishment announced Zakir Majid’s release and said he will be celebrating EID with his family. But there is only a terrible silence from the Government of Pakistan since then, the family is awaiting Zakir return. A week from today there is another Eid.
Zakir’s Family is trying to raise the profile of the disappeared people in Balocistan, waged a token hunger strike which is entering today into his 109th day. The health condition of his mother is worsening due to the constant crying and waiting for his sons. The family approached the government’s authorities to locate Zakir’s whereabouts, filed a constitutional petition in Balochistan High Court and in Supreme Court but Pakistani secret agencies work under no Law and are not accountable to any court of law and institution.
It is suspected that Zakir had been killed by the security forces as they had done with other missing Baloch political leaders like Ghulam Muhammad Baloch and others.
There is a saying in Balochi that Baloch mothers always gave birth to children with courage. Today, on the International Day of the Disappeared please join hands with Baloch against the atrocities of Pakistani Security agencies on the Baloch populace. Today, get together and cry freedom for the oppressed nationalities of the world. Today, come and scram along, with the family of disappeared Baloch to end all enforced disappearances and demand to reveal the fate and whereabouts of all persons subjected to enforced disappearance.

List of Young Baloch Men hanged/killed by Iranian Regime in 2004-2010

Execution of political prisoners, especially in occupied Kurdistan and Balochistan, is common in Iran. This morning ,Abdolhamid Rigi, a political prisoner who endured a long period of pressure and torture in Iranian regime’s jails, was hanged in Zahedan prison accused of “moharebeh and instigating corruption on earth. The state-run media published photos of his corps hanging from a noose in an attempt to create an atmosphere of terror and fear among people and especially youths in Baluchistan

BHRC calls upon the international community to intervene immediately in Balochistan againt the recent atrocities by Pak Army.

URGENT PRESS RELEASE
Toronto, June 1, 2010 – Baloch Human Rights Council (Canada) expressed its deepest concerns over the new wave of gross human rights violations committed by the Pakistani army soldiers in the Makaran region of Balochistan. BHRC has learnt through local sources and press statements of Baloch National Movement (BNM) central leadership that within the last couple of days there has been a significant movement of Pakistani troops in the area of district Gwadar and Dasht. A heavy contingent of military including 80 trucks carrying soldiers, 40 armoured vehicles, artillery, 8 gunship helicopters, and 20 water supplying tankers are reportedly part of the first wave of troop deployment in the region. There is news of more troops on the way to join the military operation.

Sources have confirmed that the Dasht townships of Zaren Bog, Mollai Negwar, Palani Bazaar, Ziarati, Hasadeg, Hor, Chateg, Doro Kandag, and the surrounding villages and tent settlements are under siege by the army. Reports coming in from the area stated that the soldiers have complete control of the meager water resources and have blocked all access to the local population. The livestock has been confiscated in the service of the soldiers and a large number was slaughtered to starve the inhabitants. Sources mentioned that people are not allowed to leave their homes even in case of a medical emergency.

There have been reported incidents of artillery fire directed at the civilian residential areas while gunship helicopters hovered over the towns. According to witnesses, incidents of aerial bombardment of villages have taken place and the fear of casualties is growing, complicated by the military blockade and denial of access to media and medical personnel. An unconfirmed number of youth has been taken away by the soldiers and their whereabouts are yet unknown. So far, names of two abducted persons have been confirmed, which are Mr. Sadiq Ismail, resident of Bal Negwar near Turbat and Mr. Shehak, resident of Gwarag.

BHRC urgently appeals to all international human rights bodies, the U.N., the European Parliament, the international media, and the world community to take urgent notice of the atrocities committed by the Pakistani army against innocent civilians in Dasht, Makaran and elsewhere in Balochistan. The slow motion genocide of the Baloch nation has to be stopped immediately by forceful intervention of world bodies.

No More Islamic Nuclear Bombs

By Imtiaz Baloch
Pakistan is the country that gives national security experts around the world nightmares. Pakistan is a country with an unstable and irrational history- Pakistan is a country that harbors Al-Qaida and its radical Islamic cells- Pakistan is a country with a notorious intelligence service which pampers Taliban- Pakistan is a country whose army's very anthem is to become the mercenary of the Islamic world right from the River Neil to Kashagar(Uyghur) China. It’s a country whose notorious nuclear missiles are named after the Islamic invaders who came from Central Asia to invade India. And if you want to put some more spice into this, it's a country with a nuclear arsenal. The security of this nuclear arsenal is one nightmare, the using of these nuclear on the nonbelievers and non Muslims is another suffocation and walmartizing and retailing of these nuclear arsenals to the rogue counties like Iran, North Korea and Libya is an imminent material danger to the world peace.
Abdul Qadir Khan, the father of the Pakistani Islamic nuclear bomb and a close friend to Ahmadi Nejhad and the notorious ISI, while running Pakistan’s nuclear programme, became a millionaire by selling atomic secrets to Libya, Iran and North Korea. He also used a network of companies in America and Britain to obtain components for a nuclear programme. As per Time magazine, in the early 2000, Qadir Khan caused an alert among western intelligence agencies when his aides met Osama Bin Laden. Sources confirmed that Saudi Arabia, that provides ideological premises to the radical Islam, has financed this Nuclear bomb and is the only country that is allowed to make frequent visit to Pakistan hidden nuclear sites.
Beside all of the above Islamic adventures of Pakistan Army, these atomic blasts had left permanent scars on Baloch history. It was Twelve years ago on May 28, 1998 when peace in the Pakistani occupied Balochistan was brutally shattered with a nuclear blast. The Islamic fundamentalists and their uniformed brethren, the Pakistani army, rejoiced the testing of the first Islamic bomb. The foreign minister of the Islamic Republic of Iran sent his greetings to the Pakistani government of the time while the world leaders were shocked and pleaded for sanctions against Pakistan.

This event was followed by further tests in the Chagai district of Balochistan devastating all life form including the livelihood of the nomadic Baloch tribesmen who were forced by the army to leave their ancestral lands to roam the deserts with their herds and tents. The physical and psychological effects on the people of Chagi Balochistan where these atomic test occurred are limitless, both in scope and time. After the nuclear blast, at miles, several people were burnt; people bled, people blinded, their burnt dead bodies were confiscated by the local Army Chief and declared that they died in heat, but very next day people found several burnt dead bodies of camel, as if camel dies in heat too.

In the last twelve years, Balochistan has become Pakistan’s frontline testing ground for advance nuclear warhead carrying missile technology borrowed from China and North Korea. The WMDs being developed in Pakistan today are part of the Chinese hegemonic design of expansionism in the region to control the energy centers, which include the Deep Sea Port Development of Gwadar in Balochistan, the gateway to oil and gas reserves in Central Asia and the Middle East. The local inhabitants of Balochistan are being forcefully displaced and slaughtered through a brutal military operation so that their resources and land stays in the hands of the Pakistan Army for exploitation and military adventures.

Islamic Republic of Iran's threat to world peace is far more than a mere rhetoric. Islamic Republic of Iran’s continuous effort to possess the capability to enrich uranium to the level needed for military purposes and Pakistani Army’s secret help in passing the Nuclear Technology is an imminent fact. This time it will be Islamic Republic to test its nuclear capability, and the venue will be Iranian Occupied Balochistan. The world will just accept this Nuclear Iran as a brutal reality as they did with Pakistan.
Today the temperatures had plunged by about 2 degrees Fahrenheit (1.25 degrees Celsius) over a large area in Chagi District, the faces of inhabitants have turned pale, women giving birth to blind children, people are dying of unknown diseases, the whole area had been contaminated. No independent study has been conducted to calculate the disastrous consequences of this catastrophe caused by this Islamic Bomb. This is the day when rest of Pakistan is on street rejoicing the Atomic Bomb but eyes of Baloch is full of tears and Baloch mourns today.

THERE CANNOT BE JUSTICE WITHOUT FREEDOM

Dr. Zaffar Baloch, the president of BHRC, has delivered his speech in a conference called “Mining (in)justice: at home and abroad” organized by Community Solidarity Response Toronto (CSRT), it has being held in Toronto-Canada from May 7-9, 2010 at the Earth Sciences Building – University of Toronto.

THERE CANNOT BE JUSTICE WITHOUT FREEDOM

There cannot be a human rights violation greater than the enslavement of a people. All the categories of rights and freedoms are lost or snatched away with a single stroke. Such is the plight of Baloch and other stateless nations, subjugated by colonial powers in the past centuries, our forced acculturation, and our annexation into alien political states. The process of loss of nationhood and its rightful place in the world community is a painful experience that lives on in our collective memories. Independence for the Baloch people cannot be simply related to the nation’s socio-economic development, it also addresses the very core question of survival as an historical entity.

Multinational corporations such as Barrick Gold, Tethyan Copper and Antofogasta Minerals have signed agreements for exploration and mining in Balochistan with the new colonizers based in Islamabad, turning a blind eye at the gross human rights violations committed by the state forces against the indigenous Baloch people struggling for sovereignty over their land and resources. The greed for power, gold, and vast deposits of oil and gas is turning Balochistan into a killing field fueled by the decades of political turmoil within the province and in bordering Iran and Afghanistan. It is a common practice of the international companies to sign deals with the military dictators in Pakistan for larger share of profits and convenient terms of agreement. The former military ruler, retired General Pervez Musharaf who introduced Barrick Gold in Balochistan is not just another dictator but actually holds the title of “butcher of Balochistan” for the atrocities he has committed in the nine years of his rule. In a public speech, broadcasted live by the state television and radio, General Musharaf, then President of Pakistan, threatened the people of Balochistan and said, “You won’t even know what hit you.” And he kept his word.

Reko Dik, the area where Barrick Gold has been granted lease of land for mining holds world’s fifth largest copper and gold deposits. This site alone, according to reports, has an estimated 12.3 million tons of copper and 20.9 million ounces of gold now sold to the international companies for US$ 21 billion. Rough estimates suggest that the gold and copper at the surface accounts for US$ 65 billion worth of deposits. And Pakistan’s total national debt is actually is lesser and stands at US$ 38 billion. The final document of agreement between Barrick Gold and Antofogasta was signed in February 2006 under General Musharaf’s military rule and in August 2006 Nawab Akbar Bugti, former Chief Minister and Governor of Balochistan, and one of the most significant Baloch politician and leader of the resistance movement was killed after days of aerial bombing by gunship helicopters. Indeed, dictator Musharaf kept his word. However, only two years after the signing of this agreement, Balochistan’s sitting Chief Minister Nawab Aslam Raisani cancelled the lease of land to Barrick Gold. Chief Minister Balochistan said, “This agreement was against the wishes of the people of Balochistan.”

Militarization and mining in Balochistan go hand in hand. At present, there are four mega military cantonments, 52 paramilitary cantonments, five naval bases, and six missile-testing ranges in Balochistan. The first nuclear test conducted by Pakistan on May 28, 1998 was in Ras Koh Mountain, merely 15 miles from Reko Dik where Barrick Gold is involved in exploring copper and gold. The second and third nuclear devices were tested in the same area of district Chaghai only 60 miles from Reko Dik. Just imagine the devastation already done by the nukes that will be further complicated by the pollution caused by cyanide and arsenic used in mining. As for any kind of impartial investigation to measure radioactivity in the area or pollution caused by mining – the military has declared it a “sensitive strategic zone” where civilians are not permitted to enter. Therefore, the whole Barrick Gold saga in Balochistan is hidden under a thick military blanket with maximum protection. In fact, a testimony of a local physician was published by a foreign journalist on March 3, 2010. The doctor told the interviewer that following the nuclear tests, three scorched bodies of local shepherds were found in the wilderness. The police took charge of the bodies and stated that the cause of death was heat stroke. Next day, reports came in of several dead camels in the same vicinity and nobody believed that a camel could die from heat.

And if you think that the nuclear tests and copper and gold mining in Reko Dik are not enough to pollute the land of district Chagai in Balochistan, welcome to Saindak copper and gold project, located 189 miles from where Barrick Gold is digging for gold. Saindak project is a Chinese investment who now is also interested in buying Reko Dik mining lease after the cancellation of the agreement with Barrick Gold. Negotiations are underway between China’s state owned Metallurgical Group and Islamabad. Since, this Chinese company is already developing the Saindak copper and gold project and China being the largest supplier of military hardware to Pakistan after the US, this could possibly materialize with the blessings of Pakistan’s Chief of Army Staff, General Ashraf Kayani.

District of Chagai in Balochistan is 50,545 sq Km with a population of 250,000 according to a 2005 estimate. Chagai is an arid zone and faces acute shortage of water. Like the Saindak project, the expected mining operations in Reko Dik will depend on sub-surface water mainly used by local inhabitants for personal usage and for their animals and farming. The local natural resources of water seem barely enough to sustain life in the area and to support the operation of two copper and gold mining projects, a large quantity of water needs to be fetched from far off places and stored in reservoirs. At present the Saindak project is supplied water from a dam, which is located approximately 2 miles from the site. There are plans to build another dam for Reko Dik about 48 miles from the mines. It seems that the state of Pakistan wants to make sure that in case the people of Chagai survive radioactive and chemical pollution, they should certainly die of thirst.

To sum up the ordeal of the people of Chagai and the rest of Balochistan; there is an ongoing brutal military operation, 250,000 have become internally displaced, torture and extrajudicial killing of activists is common, more than 8000 have been forcefully disappeared by the security forces, and there is no salvation from being crushed by the state’s military on one hand and by the so-called mega development projects on the other. People of Balochistan do not seek justice from the state any more because they expect none. Today, after decades of struggle and hardships, the Baloch nation is beginning to realize from their collective experiences of history that ‘there cannot be justice without freedom’.

Baloch National Movement of Liberation

Waele Khan Bugti

It is a battle which began nearly half a century ago, the very moment when the Punjabies were brought in the Balochistan State. The labour emancipation of the Punjabies was the beginning of an attack of delirium (at the time of British rule they were brought for work over railway tracks). For thereby they were given full citizen rights and superiority to a people which was much more clearly and definitely a race apart than all others, that has always formed and will form a State within the State. That did not happen perhaps at one blow, but it came about as things come about today and always do come about: first a little finger, then a second and a third, and so bit by bit until at last a people that in the eighteenth century still appeared completely alien had won superior citizen rights with ourselves.

And it was precisely the same in the economic sphere. The vast process of the nationalisation of industries and minerals, more's the pity, were not properly dealt with by those whose moral duty it was to concern themselves for welfare of the people. Parallel with this was an outburst 'moneyfication' of the whole of the nation's economic-strength.was in the ascendant, and thus at once the Federation came to control the whole national economy.

The directors of these institutions were, and are without exception, Punjabies. I say 'without exception,' for the few non-Punjabies who had a share in them are in the last resort nothing but screens, shop-window Balochs, whom one needs in order, for the sake of the masses, to keep up the appearance that these institutions were after all founded as a natural outcome of the needs and the economic life of all peoples alike, and were not, as was the fact, institutions which correspond only with the essential characteristics of the Punjabi people and are the outcome of those characteristics.

Punjabies found their control over country in the name of democracy (they became obvious majority after sepration of Bangladesh).Through the press propaganda, through the use of the organs of information, it was possible in Punjab to found the great model parties. Already in those early days they saw to it shrewdly that here were always two or three groups apparently hostile to each other, but in fact all hanging on a gold thread, the whole designed to take account of a human characteristic - that the longer a man possesses an object, the more readily he grows tired of it. He craves something new: therefore one needs two parties. The one is in office, the other in opposition. When the one has played itself out, then the opposition party comes into power, and the party which has had its day is now in its turn the opposition. After Five years the new party itself has once more played itself out and the game begins afresh. In truth this is a highly ingenious mill in which the interests of a nation are ground very small. As everyone knows, this system is given some such name as 'Self-Government of a People.'

In consequence of this widespread aversion it was more difficult for the People to spread infection in the political sphere, and especially so since traditionally loyalty was centered in a person: the form of the State became a monarchy, and power did not lie with the people which resulted in unrest . Thus the Punjabi saw that here it was possible for an enlightened despotism to arise based upon the army, and the bureaucracy, once again.

The energy sources of industrielist economy at that time till date are almost exclusively in Baloch Land, big business and the new industries are based upon the natural gas, while the last reservoir of a people's strength strength in Balochistan, the democratic tribal norms, were changed into monarchy. In such conditions , as the industry grows, the resistence of people may get ropable and thus they could easily eliminate it by monarchic forces , but to their misfortune all these forces converted to be "more Baloch " then an " ordinary Baloch".Then there arises the danger that this diverted monarchic estate might ally itself with with the people would be ready and willing to give a mortal blow to those powers of Punjabil supra-State finance. This was not impossible: in the history of Balochs had from time to time found themselves forced, to turn against the invasion and seek popular support.

But this possibility constituted a grave danger for Punjabism. If the great masses of the new opressed youngmen had come into Nationalist hands and had penetrated the whole Baloch nation, The liberation of Balochs owes its glories only to sons of soil. It is entirely alien to the Punjab. The Punjabi people in itself stands against us as our deadly foe and so will stand against us always and for all time.

The master-stroke of the Punjabies was to claim the leadership of the estate: he founded the Movement of the democracy and support of armed & civil beurocracy on paralal. His policy was multifolded: he had his 'apostles' in both camps. At first : In the armed camps he encouraged those features which were most repugnant to the people - the passion for money, unscrupulous methods in trade which were employed so ruthlessly as to give rise to the proverb 'Business, too, marches over corpses.' And the armed forces attacked the people of Balochistan. The result was that in a short time it was precisely the ruling class which became in its character completely estranged from its own people. And this fact gave the Punjabi his opportunity with the polatical parties. Here he played the part of the common demagogue.blesseing in disguise it enabled us to drive away in disgust the whole leadership of the pro-punjabies.So the true Baloch leadership is prepared to make sacrifices, it will do anything for the life of the people, but it cannot believe in the mad view of denial of that national life,or a refusal to defend the rights of one's own people. They support the upraised national resistance to the foreigner, through which it is possible to raise up a people and make it happy.

And the Punjabi`s second instrument was the self defined Islamic theory in and for itself. For directly to eliminate the physical borders of ones land as they started to preach the Islamic brotherhood. One went on to assert that resources as such is theft, deliberatly redefined,( i am using the word redefined because in original defination of a countery they were obviously foreigners to baloch land ) the concept of countery to take advantage of the obvious formula that the natural wealth of a country can and should be common property.Immediately the economic intelligentsia with its nationalist outlook could, here too, no longer co-operate: for this intelligentsia was bound to say to itself that this theory meant the collapse of any civilization in open the ways for invasion whatever . Now ,more and more so to influence the masses that he persuaded those of the Islamic forces that the faults of the Sardars were the faults of the Nationalists, and similarly he made it appear to those of the Nationalists that the faults of the Islamic Forces were simply the faults of the so-called 'Mulla' and neither side noticed that on both sides the faults were the result of a scheme planned by alien devilish agitators. And only so is it possible to explain how this dirty joke of Baloch history could come to be that setteled Punjabies should become the leaders of Balochs. It is a gigantic fraud: world history has seldom seen its like.

And then we must ask ourselves: what are the final aims of this development?

So soon as thousands of men have had it hammered into them that they are so oppressed and enslaved that it matters not what their personal attitude may be to their people, their State, or economic life, then a kind of passive resistance must result, which sooner or later will do fatal damage to the national economy. Through the preaching of the Islamic economic theory the national economy must go to ruin. We see the results in Afghanistan. So the process is furthered through the organization of the 'political strike.' Often there are adequate economic grounds for a strike, but there are always political grounds and plenty of them.

And one can see constantly how wonderfully the Army of Punjab and the Polatical leader of the punjab ,co-operate. They both pursue one common policy and a single aim. Cheif of Army Staff on the one side encourages his association to refuse the Baloch demands and tries to crush them, while his brother Chodhries in the Parliament tries to persuade us that bread is dearer.

How long can this process last? It means the utter destruction not only of economic life, but of the people. It is clear that all these apostles who talk their tongues out of their heads, but who spend the night in the Hotel Bhorban, travel in Airconditioned mercedes , and spend their leave for their health in Europe - these people do not exert their energies for love of the people. No, the people is not to profit, it shall merely be brought into dependence on these men. The backbone of its independence, its own economic life, is to be destroyed, that it may the more surely relapse into the golden fetters of the perpetual interest-slavery of the Punjabi race. And this process will end when suddenly out of the masses someone arises who seizes the leadership, finds other comrades and fans into flame the passions which have been held in check and looses them against the deceivers.

That is the lurking danger, and the Punjabis can meet it in one way only - by destroying the hostile national intelligentsia. That is the inevitable ultimate goal of the Punjabi in his so called "Sab Say Pahlay Pakistan"(the Pakistan first) slogan. And this aim he must pursue; he knows well enough his economics brings no blessing: his is no master people: he is an exploiter: the Punjabis are a people of robbers. He has never founded any civilization, (they may claim the texila harappa civilizations but as a matter of fact these belong to indus vally civilization era not the punjabi civilizations) though he has destroyed civilizations . He possesses nothing of his own creation to which he can point. Everything that he has is stolen. Baloch resources build him his industrial empires, it is Indus water which enables it to produce so called bumper crops (it may be reminded that punjab had already sold out its three rivers ) .urdu speakings who sacrifised and work for him shed their blood for Punjabis so called Pakistan. He knows no 'proper army': he has but only a group of wild people who can only n only kill the poor civilians.Who are ready to go to any wilderness in Balochistan. All that the Punjabi cannot do. And because he cannot do it, therefore all his voices must be 'Sab say pahlay Pakistan.' They must spread as a pestilence spreads. He can build no State and say 'See there, there stands the State, a model for all. Now let we copy it!' He must take care that the plague does not die, that it is not limited to one place, or else in a short time this plague-hearth would burn itself out. So he is forced to bring every mortal thing to so called Pakistan and national intrest expansion. For how long? Until the whole Pakistan sinks in ruins and brings him down with it in the midst of the ruins. so the genocide starts and punjabi started to kill Balochs .

It is a tragic fate:role of the punjabi driven and controled media : if any of Punjabi dies during the money making process in Balochistan they raise a mighty howl over 'the sacrifice of valuable human blood' , and here in the Balochistan six million human beings are being slowly martyred - done to death, some on the scaffold, hundreds of tens by machine guns , tens of thousands through starvation. A whole people is dying, and now we can perhaps understand how it was possible that formerly all the civilizations of Mesopotamia disappeared without a trace so that one can only with difficulty find in the desert sand the remains of these cities. We see how in our own day whole countries die out under this scourge of God, and we see how this scourge is threatening Balochistan, too, and how with us our own people in mad infatuation is contributing to bring upon itself the same yoke, the same misery.

In despair when we considered the situation which left us quite defenseless in face of Punjab which is so hostile to Balochistan ? and is it just Punjabi who is hostile ? we see how over there in Punjab it is not only the the people against us , it is the secret power of the orgnised press which ceaselessly pours new poison in to the hearts of other people as well.Who are then these bandits of the press? Our own brothers and the relatives corrospondents and columnists for their newspapers. And the capital source which provides the energy which here - and there - drives them forward is the Punjabi dream of Entire Supremacy.

Now the time changed we got few but worthy forums to counter the Punjabi media ,The masses of the people in Balochistan are becoming, in the political sphere, completely reborn. Here and there people are beginning to get some practice in criticism. Slowly, cautiously, and yet with a certain accuracy the finger is being placed on the real wound of our people. And thus one comes to realize: if only this development goes on for a time, it might be possible that from Eastren Balochistan the light should come which is destined to light both Eastren and the Western Balochistan to their salvation.

It is said, if one criticizes the state of affairs to which we have been brought today, that one is a terrorist . I ask you what would probably have been the state of Balochistan today if during these years there had been no criticism at all? I believe that in fact there has been far, far too little criticism. our people unfortunately is much too uncritical or otherwise it would long ago have not only seen through many things but would have swept them away with its fist. The crisis getting developed towards its culmination. The day is not far distant when, for the reasons which I have stated, the Baloch Liberation Movement must be carried forward to final step.

Whether for the moment it comes to them under that name or under another, the fact is that everywhere more and more it is making headway. Today all these folk cannot yet belong to a single party, but, wherever you go, in Balochistan, yes almost in the whole Balochistan, you find already thousands of thinking men who know that a State can be built only on a Baloch Nationalist foundation and they know also that the deadly foe of every Baloch National conception is thePunjabi.

Every truly national idea is in the last resort Baloch Nationalist, i.e., he who is prepared so completely to adopt the cause of his people that he really knows no higher ideal than the prosperity of this - his own - people, he who has so taken to heart the meaning of our great song 'Ma chukhoon Balochani' that nothing in this world stands for him higher than this Balochistan, people and land, land and people, he is a Baloch Nationalist! And he who in this people sympathizes with the poorest of its citizens, who in this people sees in every individual a valuable member of the whole nation, and who recognizes that this nation can flourish only when it is formed not of rulers and oppressed but when all according to their capacities fulfill their duty to their motherland and the nation of the people and are valued accordingly, he who seeks to preserve the native vigor, the strength, and the youthful energy of the millions of Balochs, and who above all is concerned that our precious possession, our youth, should not before its time be used up in unhealthy harmful work - He is National in the highest sense of that word.

It is the teaching of these facts which appears to the Punjabis as rulers of the Pakistan today to constitute a threatening danger. And it is precisely this which more than anything else makes the Punjabi wish to get in his blow as soon as possible. For one thing he knows quite well: in the last resort there is only one danger which he has to fear-and that danger is this Liberation Movement.

He knows the pro-punjabi parties. They are easily satisfied. Only endow them with a few seats as ministers or with similar posts and they are ready to go along with you. And in especial he knows one thing: they are so innocently stupid. In their case the truth of the old saying is proved afresh every day: 'Those whom the gods wish to destroy, they first strike with blindness.' They have been struck with blindness: therefore it follows that the gods wish to destroy them. Some other parties and their leaders, they are indeed not Pro-punjabies but due to their gentelness, they never go to the roots of the evil, they all still think that with forbearance, with humanity, with accommodation they can fight a battle.Do uthink if they ever succeed.

No! A thousand times No! Here there are only two possibilities: either victory or defeat!

What today is the meaning of these great preparations for the decisive battle on the part of Punjabism?-

To make the nation defenseless in arms and to make the people defenseless in spirit.

Two great aims!

Abroad Baloch is already humiliated. The Nation trembles before every Punjabi -captain, the nation is no longer dangerous. And within Balochistan they have seen to it that arms should be taken away from the decent elements of the people and that in their stead Punjabi and Pro-Punjabi bands should be armed. Only one thing remains still to do: viz., the muzzling of the spirit, above all the arrest of the evil 'agitators' - that is the name they give to those who dare to tell the people the truth. Not only are their organizations to be known to all, but the innocent masses are to be incited against their persons. Just as the Punjabi could once incite the mob of innocent Gawaderies against Balochs and made them to observe strikes and rallies, so today he must succeed in inciting folk who have been duped into madness to attack those who, God's truth! seek to deal with this people in utter honesty and sincerity. And so he begins to intimidate them, and he knows that this pressure in itself is enough to shut the mouths of hundreds, yes, of thousands. For they think, if I only hold my tongue, then I shall be safe in case they come into power. No, my friend. The only difference will be that I may hang perhaps still talking, while you will hang - in silence. Here, too, History can give us countless examples, and with us it will be the same story.

We know that the so-called "Law of 16 MPO " which comes from army camps today is nothing else than a means for reducing all criticism to silence. We know, too, that no effort will be spared so that the last outstanding personalities - those who within Baloch foresee the coming of disaster - shall in good time disappear. And to that end the population of Balochistan will be scourged into opposition to Nationalists every lie and every misrepresentation that comes to hand. Up there they have the feeling that in no corner of spirit of the Baloch people is not yet broken. And that is the point to which we Nationalists have to grapple ourselves. We Nationalists are, God's truth! perhaps the most loyal, the most devoted of all men to our Baloch motherland. For the years we have waged a war, often against death and devil, but always only for our Baloch motherland. We got so far that at the last, as crown of all our labors, we had to land in prisons , or recived the bullets . But in spite of everything there is one thing we would say: We do make a distinction between a Pro-Punjabi Government and the Baloch Motherland. When today here some lousy youth casts in our teeth the charge that we have no loyalty to the development of Motherland, I beg you do not distress yourselves. The Baloch people has sealed its loyalty to theMotherland with its freedom fighters which fought and still fighting for the Motherland. We are convinced, and that in the last resort is our one great faith, that out of this bitterest distress and this utter misery the Baloch sovereignty will rise soon, but not as now, not as the offspring of wretchedness and misery - we shall possess once again a true Balochi concept of freedom and of honor, a real motherland of the whole Baloch people and not an asylum for alien swindlers. There is today constant talk about 'Federalism,' etc. I beg you not to abuse the Baloch cause while at the same time you grovel before the Punjabis, but show yourselves stiff-necked against the folk of Punjab. And if you do that, then you will have on your side in the whole of Balochs , whether they be Sarawanians or men of Jhalawan . Now is the hour to stand stiff-necked and resist to the last!

We Nationalists who for the years have done nothing but faught - abused and insulted by traitors, by some mocked and scorned, by others traduced and slandered - we cannot retreat! For us there is only one path which leads straight ahead. We know that the fight which now is blazing will be a hard struggle. It will not be fought out in a Parliament at Islamabad, it will be fought out through those factors which in their hard reality have ever up to the present time made history.

On one point there should be no doubt: we will not let the Punjabi slit our gullets and not defend ourselves. Today in Islamabad they may already be arranging their festival-dinners with the Pro-Punjabi politicians of Balochistan - that they will never do here. They may today begin to set up the Border Forces , announce the NFC awards,Activate NAB, they may give ISI & MI a free scope, we surrender to such Punjabi forces ? never! We have the conviction, firm as a rock, that, if in this State Baloch youngmen are determined to stand by their 'No' to the very last, the evil specter will collapse into nothingness . For what Balochistan needs today, what Balochistan longs for ardently, is a symbol of power, and strength.

So as I come to the end of my speech I want to ask something of those among you who are young. And for that there is a very special reason. The old parties train their youth in the gift of the gab, we prefer to train them to use their bodily strength parallel to the philosphical studies. For I tell you: the young man who does not find his way to the place where in the last resort the destiny of his people is most truly represented, this time involves in pets (Baloch in region of Jacobabd and Larkana take keen intrest in the pets like Bull races )or sits at home by the fire, he is no Baloch youth! I call upon you! Join our Armed Divisions! And however many insults and slanders you may hear if you do join, you all know that the Armed Divisions have been formed for our protection, for your protection, and at the same time not merely for the protection of the Liberation Movement, but for the protection of a Balochistan that is to be. If you are reviled and insulted, good luck to you, my dear fellows! You have the good fortune already at early thirties of age to be hated by the greatest of scoundrels. What others can win only after a lifetime of toil, this highest gift of distinguishing between the honest man and the brigand, falls as a piece of luck into your lap while you are but youths. You can be assured that the more they revile you, the more we respect you. We know that if you were not there, none of us would write next time. We know, we see clearly that our Movement would be cudgelled down if you did not protect it! You are the defense of a Movement that is called one day to remodel Balochistan in revolutionary fashion from its very foundations in order that there may come to birth what perhaps so many expected our age : a Sovereign Baloch Stat and , so far as in us lies, a Baloch Republic.

Every battle must be fought to the end - better that it come early than late. And he ever stands most securely who from the first goes to the fight with the greatest confidence. And this highest confidence we can carry with us in our hearts. For he who on our side is today the leader of the Baloch people, God's truth! he has nothing to win but perhaps only everything to lose. He who today fights on our side cannot win great laurels, far less can he win great material goods - it is more likely that he will end up in jail. He who today is leader must be an idealist, if only for the reason that he leads those against whom it would seem that everything has conspired.

But in that very fact there lies an inexhaustible source of strength. The conviction that our Movement is not sustained by money or the lust for gold, but only by our love for the people, for motherland, that must ever give us fresh heart, that must ever fill us with courage for the fray.

To sum up, take with you this assurance: if this battle should not come, never would Baloch win sovereignty. Balochistan would decay and at the best would sink to ruin like a rotting corpse. But that is not our destiny. We do not believe that this misfortune which today our God sends over Balochistan has no meaning: it is surely the scourge which should and shall drive us to a new greatness, to a new power and glory, to a Balochistan which for the first time shall fulfill that which in their hearts millions of the best of our fellow countrymen have hoped for through the century, to the Balochistan of the Baloch people!

Balochistan Sawez baat.
